Fine steel collar i beleive? Unsure where its from. Evals the same as Zubin's only is less/more effective vrs crushing/slashing. (vice versa from Zubins).

Cant be blessed, but does give a cool message when you collar a wolf with it so perhaps gives some kind of bonus for canines?

They make you impossible to disarm, much like when a fighter tries to disarm Linnhe they get a message saying "Linnhe isn't wielding a weapon you can disarm!". Doesn't protect against Glock or sage though.
